الإمارات العربية المتحدة لها وضع خاص يختلف عن باقي الدول العربية كون نظام الحكم فيها اتحادي فيدرالي؛ فهناك الحكومة الاتحادية ولها دور محدد، وهناك الحكومات المحلية ولها دور ضمن حدود إمارتها. ويحكم الدستور فإن العلاقة بين الحكومة الاتحادية وحكومات الإمارات تتميز بإعطائه الحكومة المركزية سلطات محددة وتركه مساحة غير محددة من السلطات المفهومة ضمنيًا للإمارات كل على حدة.
